The streets of the Yusufpaşa, Ortakapı and Cumhuriyet neighborhoods, laid out on a grid plan during Russian rule in 1878–1918, full of stone-fronted Baltic-style buildings.

Its story
When Kars was under Russian rule between 1878 and 1918, a new urban fabric of streets laid out at right angles was established south of the castle. In today's Yusufpaşa, Ortakapı and Cumhuriyet neighborhoods, stone buildings from this period, known as the Baltic style, still define the city's character. Public buildings such as the municipal building, the Chamber of Commerce and Industry, the former governor's mansion, the Revenue Office (Defterdarlık) and the Health Directorate, as well as the Fethiye Mosque, are counted among examples of this period. Walking along Atatürk Caddesi and the surrounding streets to look at the facades is the best way to compare them with the Ottoman fabric of Kaleiçi.
